Re-examination of the Hypothesis “Market Anxiety Promotes Voting” ― Why the Weak Correlations in the Previous Two Reports Do Not Merit Support

Abstract

The previous two reports (No.1, No.2) examined the hypothesis that higher levels of the market fear index (VIX) correspond to higher U.S. voter turnout, both concluding “a weak positive correlation exists but is not statistically significant.” This report does not take this conclusion at face value but reexamines it from two directions. First, it distinguishes whether the non-significant result indicates “no effect” versus “sample too small to conclude anything.” Power analysis reveals that a design with only election cycles as observational units (n≈9–18) has merely a 15% probability of detecting significance even if the true correlation is around r=0.36; the previous two reports were structurally incapable of reaching a “significant” conclusion. Second, to assess whether the observed weak positive sign carries any substance, this report iteratively verifies it through effect size decomposition, outlier diagnostics, rank correlation, first-difference analysis, & partial correlation. Election type (presidential versus midterm) alone explains 83% of turnout variance, with VIX adding only 0.7 percentage points. The weak positive correlation (r≈0.17) in the pooled sample depends on a single extreme observation—2008—& removing it reverses the sign to negative (r≈−0.15). Furthermore, VIX itself measures expected volatility of S&P 500 options, reflecting financial market participants’ expectations, raising questions about its validity as a proxy for the economic anxiety felt by ordinary voters. Existing empirical research is divided on whether economic adversity “suppresses” (Rosenstone 1982) & “mobilizes” (Burden & Wichowsky 2014) voter participation, meaning the theoretical basis for predicting a clear positive relationship was weak from the outset. In sum, this report maintains the previous two reports’ conclusion of no support for the hypothesis, while refining the meaning of that conclusion from “effect cannot be detected” to “VIX’s contribution among factors driving turnout is negligible.”

1. Problem Statement

No.1 (October 2025) examined the correlation between turnout & VIX across 25 years of U.S. presidential & midterm elections, obtaining r=0.27, p>0.05. Nevertheless, its summary stated “periods of heightened market uncertainty may stimulate citizens’ political participation,” effectively interpreting the non-significant correlation affirmatively. No.2 (November 2025) partially corrected this, separating presidential & midterm elections & honestly concluding “no statistically significant correlation was confirmed.” Methodologically, the latter was an advance.

However, both reports leave unresolved analytical issues. First, the interpretation of non-significance. Both merely note “the sample was too small to secure significance; more data should be collected in the future,” without asking what size of effect this design could have detected. Second, verification occurred only once. After computing a correlation coefficient & finding it non-significant, they labeled it a “weak correlation” & stopped.
